If you are not familiar with Baltimore Metropolitan Council (BMC) 311 service for cyclists you have to check it out! (Though they don’t call it that.) It saves a lot of the hassle of getting names and the personal follow up. Government being what it still may not do an adequate job but the service BMC provides really does help getting a bit more attention focused on the needs of cyclists.
