Well, #1, they would be idiots to ride out in public. I mean, how many mountain dew fenders are there out there for real? You even have a picture of it. So if you see someone with it, knock them off the bike and take it back.
I take all my accessories off my bike all the time. People look at me crazy and tell me to trust that others will be honest, but that's crazy talk. I barely even trust my own family! If I had my way, they wouldn't even know my name!
