I can see putting a note on a bike where they missed the frame and looped their cable through the wheel only (common beginner mistake), but if you're noticing and putting notes on bikes set up like your glaring example, you're either paranoid (in which case R-E-L-A-X) or must live in a high-theft area that warrants it. But it's still a little odd to check out the bike rack and leave notes, and in the case of the pictured road bike I bet the rider was irritated. Maybe you could do some tune-ups too, or inflate some tires.

The OP should lock his own bike as he sees fit and allow others to do the same. Provide your advice if asked.

In addition to R-E-L-A-X, try M-Y-O-B about what other cyclists "need to do," and keep your notes to yourself.
