Great $50 bike, but it really doesn't look like it's been used for touring. I couldn't imagine touring without fenders and front/rear pannier racks.
It looks like it's been set up as a road bike.
My experience with touring is that you need to have a little space between you and the top tube just for very pragmatic reasons to do with front lifts etc.
Mind you, if you are only going to use it for spinning....
