These 2 items are indeed called "frame guards"...they prevent chains from dropping to the inside and damaging the BB and chain stay. Everyone experiences this sooner or later. Sometimes it's caused by worn chain rings and sometimes a particular frame design causes it. The damage is most significant to the chain stay. Cross country frames with small clearances between the chain rings and chain stays are especially vulnerable.

Both AJ's and the Ronnie Ring have a write-up in this month's MBA. There doesn't seem to be a website for the Ronnie Ring, but you can call them at (480) 720-7900.
