Cosmetic. The big one is on the down tube, which is a tension member, so it shouldn't matter at all. The little on is on the side of the top tube, which is a bit more of a concern, but it's such a small dent, that I wouldn't worry about it.
Agreed, the dents themselves are not likely to be issues of impending frame failure but wouldn't a buyer observing them want to get that ruler out again and go over the alignment of the entire bicycle? Probably should be done anyway even if a bike looks cosmetically perfect, but here we have definite evidence of incidents in the past, minor or otherwise.
