Those levers and brake calipers look almost, if not completely, identical to late 80's Shimano 105. It's a bit hard to tell, due to the fuzzy photos. Assuming that they are 105 or similar components of the same vintage, that makes it a late 80's machine. I'm assuming that it's a 6-speed freewheel and shifters? 1987-89 is a pretty good bet for the vintage. I don't know anything about Peugeots, so I can't make an estimate on based on the frame. Why not check the back of the various components for date codes? You can figure out what they mean at
http://www.vintage-trek.com. That'll give you a good estimate of the vintage of the frame.
The fact that it's not quite in rideable condition will hurt its value. I dunno... $125-$200 with tires and pedals? Maybe $75-$125 in its current condition? I would probably be willing to pay something in that range of prices (too bad I'm out of money and don't need another road bike, looks like it's about my size!). I'm sure someone with more expert knowledge will come along with better numbers for you, but that's what I'd be willing to pay as a consumer based on what little I know from your description and photos.
