HLE (propriatary Peugeot tubing) and Light action components (nothing odd or special) put the bike at the lower- to mid range end. I'd say 50-150, depending largely on the area you live in. HLE comes in sometime around 1984. Probably a 1986 model, by the serial number-- as Pugs become later, using the first digit of the s/n usually reveals the date. Earlier Peugeot bikes, this method doesn't work at all; I've three 60s/70s Pugs I've absolutely nailed down the date of manufacture for, and the serial number doesn't match year of manufacture.
