Because I have found that the vast majority of motorists demonstrate that they are willing and able to share the road, as long as the cyclist meets two primary responsibilities.
1. Be Visible
2. Be Predictable
There's more to riding on the road, but those are the two primary responsibilities.

I don't, particularly, but will use them out of courtesy to faster moving vehicles
