That seat looks quite low. Is it adjusted properly?
It seems like it was a geared bike turned into a singlespeed. The rear wheel has a quick release, meaning it's not a flipflop hub (singlespeed on one side, fixie on the other). The chain looks like it has some slack to it, which is bad. Singlespeed and fixed gear bikes have track ends or long dropouts which let you adjust the chain tension by moving the wheel forward or backward. Singlespeed kits usually come with a chain tensioner, which takes the place of the rear derailer (shifting mechanism). I'm sure you'll be fine with the bike the way it is, but don't expect to change much. You'd be better off buying the bike you want.
