TT length has nothing to do with standover but has everything to do with how the bike will fit. You want the correct TT length for you while still being able to stand over the bike. If you have a long torso and short legs you may run into an issue with standover but that would be about the only time it will be an issue. For me I have a 54 cm Specialized Roubaix which has a 54.8cm effective TT and a 56cm Eddy Merckx Corsa 0.1 with a 56cm TT. I prefer the reach of the EM and feel a bit cramped on the Roubaix (which is why it is for sale). With different length stems and setback or not seat posts you can make different sized frames fit you....I could make the Roubaix fit a bit better with a longer stem...but honestly the 56cm Roubaix would be a better fit.

Blah blah blah...IMO TT length is the more important to fitting than ST length or standover.
