With the FSA WingPro and K-Wing you basically need to set the drops horizontal in order to take advantage of the comfort offered by the wing tops. So your only option is to move the shifters higher which is easy to do. You have to unroll the bar tape all the way to the shifters, untighten the shifters, move them to the desired location, tighten them, and reposition the tape. I recommend that you sit on the bike and try the shifters before replacing the tape.
Because you are moving the shifters up and thus reducing the amount of cabling needed, you don't have to do anything to the cables and housing.
