For Florida hills, so far I have found the best thing to do is while sitting, spin at the highest cadence you can in a small gear. I usually pass the rest of the group to the top and then I still have plenty of energy. All the guys I ride with usually stand, but I've yet to encounter a hill here that would warrant such a thing. My observation is that they lose power while trying to stand and mash in too big a gear. Also, a great way I've found to work on this technique is to do interval workouts at extremely high cadences in the small front ring. I've ridden the San Antonio, FL hills three weeks in a row now and they are the biggest in the state as far as I know.
