I suspect the point is somewhere around -15*F. It's a pretty unlikely temp for southern Michigan, though not impossible. I could certainly dress for it but I wouldn't want to have to change a tire and I wouldn't want to walk 5 miles in whatever dress I put on for riding, and I don't want to carry extra layers. Since I'm allowed to telecommute a bit, I'd just make the call.
I've yet to hit negatives, but when I started in the early fall the 'point' was bad weather days, that came and went, then it was under 40, that came and went, then it was snow, then it was the 20's, then single digits. It makes me wonder if there really is a low point that layering can't fix
