Turns out that it's pretty easy (and relatively inexpensive) to find people who can powdercoat a front or rear rack in a range of colors. I just was in touch with a custom bike builder who'll charge about $45 for a custom-powdercoated rear rack.
Still, I'm surprised that more rack manufacturers don't offer that option themselves.
