re-cell light

We have a night rider light that needs re-celling. The website doesn’t have any information on it that will help. My husband took it to a local battery place and they want to charge him $140. A friend had it done a last year for $60 at the same place. Does anyone know if that is the normal rate for that kind of work, or why there would be such an increase in the price.
