I'd be annoyed to have to pay for pedals on a new or used bike that were not the kind I used/wanted.

What about saddles? Seems that saddles are often cheapened down on new bikes as many/most will get replaced - but are on there as shop unlikely wants to slap saddles on each time a test ride is needed and are aesthetically more important to look than pedals. The saddle on my new Jamis Sputnik was a Fizik Pave - cheap looking most uncomfortable saddle ever. Its lightweight, thats why I bet its on there, to bring the advertized weight of bike below 17lbs.
