The way to keep cars out of bike lanes should be legal and non-violent. I remember the story as one Internet user got so upset by the spam that he sent to the spammer the death threats by e mail and was convicted for this.
So land mines, spikes, forget tickets, and the like are no good IMHO.
I heard that some ladies first made verbal notice to the driver to not park the car in the yard of the apartment block house. Then left the handwritten note on the windshield: "Do not leave your car here." I do not know if it worked, but it impressed the driver, as far as I know, because his spouse told us this story at work.
Since anyone wishes to be the recognized member of the community, it may work when the community expresses its displeasure. Certainly, for this there should be the community in existence. Obviously, in that large house there were people, who understood the dangers of turning the living space into the parking lot and garage. Besides these ladies seemed to be well organized, so that they could act together. The organized group is already the power.
I think the individuals who recognize the perils of mass usage of cars should try to express their opinion, find people, who think alike, educate others, organize somehow, and act together then.
