We have that in some parts of Ohio. In areas with lots of Amish, you regularly see horse-drawn carts in town and on the highway. They do just fine, even on the highway, even in significant numbers, without special facilities.
Talk to em some time, they don't consider being cursed at, buzzed, run off the road and smashed into by impatient drirvers as being 'just fine'. Indeed, you probably don't want to bring up buggies and such and then try to support the notion that lane position cures all ills - they DO take the lane as a matter of routine and are much larger and more visible than a bicycle, yet still experience the same problems as cyclists.
