carbon/AL fork flex

The stock carbon/AL fork on my CAAD4 road bike flexes side to side if I stand to pedal. I suspect the AL dropouts are the problem. I have to be careful where the hub is placed in the dropouts before closing the quick release, or the wheel will be offset. I can hear the computer magnet hitting the pickup on the fork while climbing out of the saddle.

Is this common for carbon forks? If not, is it due for replacement? Any suggestions for a reasonably priced fork? Any experience with the cheapo Nashbar carbon/AL fork?
