Yup, that circuit will work just fine. If you only need to drive four LEDs, you can even skip the second LED bank (driven by the 2905), the 220 ohm resistor, AND the 3053 transistor. The 555 timer can drive up to 200mA, ten times what you'll need to run four LEDs.
