Closed road might not be absolutely necessary, if it's relatively free of traffic and we have spotters. Some of the warehouse-district roads south of downtown proper are a ghost town unless there's a game or concert at USAC or Chase Field. The downside is the crackhead population down there, and perhaps the road conditions in some places. The upside is the absence of residents to complain about us. State Capitol area is the same way.
