The head badge looks like it reads "XB3," however, the "3" is most likely not a number; it is a Cyrillic letter that is equivalent to the Roman letter "Z." I'm guessing that stands for "**********?? **********???? **********" which transliterates to "Kharkov Velocipyed Zavod" and translates to "Kharkov Bicycle Plant."
