I bought a Phaser and was promised it would be ready in 8-10 weeks so that I could pick it up when I traveled through Oregon (no shipping charge). The bike was finally ready after 7 months and I got charged about $240 extra for shipping.
I do like the bent and the owners desire to teach the kids is noble.
It would be worth it to go there, bring the materials, and convince him that you're just big for your age and have him teach you to make it.
