I saw an episode of 20/20 about 10 years ago about theifs that would install their own sign on the street but you could lift it up and slide the lock down and off ya go. A lot of signposts have breakaway bolts or rivets just above the sidewalk. It's in case they get bent or knocked over; the public works people don't have to dig them out and repour the concrete. So no, you're not just paranoid.
