Can they really in all situations? There are some jacked-up pickups around here with the windows rolled up for winter that are running tires with such noisy, aggressive treads that they are painfully loud in my ears when they pass 6 feet away from me. I'd be kind of surprised to hear that someone who has been riding in that cab (probably with the radio turned way up) for an hour could hear me yelling.
