I wear regular rubber boots and a rain suit when it rains. I put my regular shoes and two pair of dry socks in a Ziplok bag and keep them in my bike's trunk. At work I change out to regular shoes. Sure, it looks strange, but I can ride through a foot of water and still keep my feet dry.
