That makes sense, there were so many bikes in some towns it just became to big. I'm thinking the size of the towns would be why some towns would still keep doing it, and some would stop.

Here's one from Taunton Mass. just one town. And one from the state of Rhode Island. Maybe the small state was not overwhelming so they could do it on a state level ?
