they problem is if he has or gets a front hub with sealed cart bearigs he will not have much luck replacing the axle it is much easier to remove the 1/2mm of metal than deal with sourcing an axle for a formula hub then repressing the bearings

also its just an old univega frame you won't hurt t by doing this
