When I used my Trek MTB with 16.9" chainstays I already ran into a slight problem, so I am a bit concerned.

You also mention the Janndd expedition rack, does this provide unusual weight distribution to the bike or anything like that?

dbuzi - thanx, for now I am thinking since I don't know much about touring components I should probably go bang-for-buck, save some cash, so then I can get some upgrades for that bike rather than invest in more expensive custom parts and realize I want something else. Then maybe in a year or two, cannabilize off my upgrades and invest in a frame.
I'm 6'0' also and ride with size 45/46 Shimano SPD sandals. My panniers are older mid-size REI panniers- maybe 2000 ci for the pair. I have not noticed any handling problems, but I have only used it for 4 - 7 day tours. I have never gone on expedition type trips.
