Ok, so I'm describing Coggan's "Zone 6." If you look at table 2, zone 6 is the ONLY zone checked for every single physiological/performance adaptation.

Everyone who wants to get faster on the bike in any circumstance can benefit from 1-minute intervals if they aren't already doing something similar.

Granted, you need to do other stuff, and zone 6 isn't the highest priority for every goal, but it's still there...
