These shoes look like they were made in the early 1980s. Shoes of that era usually had 2 bolts to hold the cleats. The cleats in the photo only have 1 bolt (pretty weird), so the other hole is unused. I really doubt there are 3 bolt holes for Look-style cleats.

One problem with using older shoes with clipless pedals is that the uppers are not reinforced like modern shoes. The shoes are designed to be used with toe clips and the toe strap helped to hold the shoe together when you're pulling up hard. Without a toe strap, you may not get much support from the shoe when you are pulling hard.
