I think the bar-ends are Simplex, the brakes are Universal and we are talking 1964, not 1974, so I don't think this is Japanese (unless you meant Universal Junky Bike). This looks a bit nicer than that. Chromed fork-ends front and rear, chrome fork crown with cutout, chrome lugs on headtube (possibly with cutouts -- hard to tell).
