I'd be cautious about this assumption. Getting up to speed on a good folder is no problem, but
maintaining that speed is another issue. Many find it easier to maintain a fast speed on larger wheeled bikes, that is, if speed is your thing.
It's definitely not the same issue as high racers vs. low racers in which the difference in wheel size is more negligible.
