Because at times you get far more flats than you could possibly carry tubes for. Sometimes you get more flats than you have patches. If you use Slime and you are in an area of the dreaded Tribulus terrestris L., you can even run out of Slime to fill the holes

Same with CO2 cartridges. Which is why I carry a pump
