I would say those are the same levers wouldn't you? Obviously there was no need for the quick release on the cobalto calipers but there was for the deltas.
The Colbalto levers you referenced are similar, but not the same, note the position of the cable anchor cylinder, not in the same place. Campagnolo made a number of running changes to the brake levers during the Colbalto period before they got the Deltas reworked, the pair referenced in the original post do not look like the initial version but perhaps the first revision. Not cheap... but if you need them to finish a project...
