Guys the op is talking about 90 degrees off the headtube angle.
kathrot: Yes, quill=threaded headset. Non threaded headsets require the extenal clamping stems+starfangled nuts+little caps to keep the headset together and tight. On threaded headsets the threaded part where the headset is tightened is right on the top of the steerer tube, so you couldn't clamp on a stem externally if you wanted to---there's no room. Hence the need for a quill. Sorry if this is confusing, i suck at explaining things today for some reason.
You can get kits to fit clamping stems on top of threaded headsets but it's a bit kludgey. Basically it's a quill with a tube poking out vertically that you clamp on to.
