Sometimes 1 measurement is worth 1,000 guesses. This is clearly one of those times.

There are actually two different possibilities and the solutions aren't the same. If you have an excess amount of power coat (my guess) you need to grind it off. If the powder coater masked the area you might need a JIS crown race. A caliper measurement will tell you if that's the case.

Uh - excessive hammering on a bike is generally a bad thing. I hope they protected the dropouts in some manner while all this hammering was going on.
