I currently have both the fork and the race in my deep freeze going for the shrink factor. If that does not work, should I get the dremmel out and grinding? I have never seen one this tough to set. Any other ideas?

I don't like taking shots at shops but these guys are really (grossly) incompetent. When mounting a new crown race the first thing you do is measure the fork crown race and the I.D. of the race itself to see if they match. What you don't do is just start pounding to get it on. They should have found the mismatch immediately and let you know. If there is a need to reface the fork for the crown race that should be pretty obvious during the measurements. If there was powercoating on the section of the fork that the crown race mounts then that immediately shows the need to reface that area with a tool such as this:

Do yourself a favor and find a new LBS if you can.
