How about a Surly? Either Steamroller or Cross-Check. Both fit your criteria pretty well
surly is not inexpensive at all. it's a good frame of course, but i would not call ~$400 cheap. unless he can find it used.
my friend rides a cayne uno and loves it. but that's all i know of it.
