well, trials bikes sometimes have those because of the unusual stresses trials riding places on the headtube. i'm kinda doubting that this bike will be used in any trials-type riding, although i'd love to see it.

and i suppose that one might be able to make an aerodynamic argument that it reduces drag.

but i really don't know.
