Isn't this that POS polish bike that pops up now and then?
If so the concensus was the gussets are purely decorative. The BB one is in the wrong orientation to provide and meaningfully stiffness and the HT gusset would only be useful if this was being ridden off road into large things.
The guy who builds them didn't seem to have much experience as a bike designer also.
