Try riding around the street with your front brakes disconnected and see if the noise is still there. If you want to adjust the brakes the you need to let out some slack in the cable by releasing the small bolt that holds the cable in place, then tighten to bolt again when you have let out some slack. Then play with the screw on each side of the brakes. That screw adjusts how far the brake shoe rebounds away from the wheel. But it won't help if the brakes are just too close to the wheel. You have to adjust the cable length correctly.
