standover height?

i was looking on REI...and the "standover height" for my novara bike is about 29.4" for a 15" bike and 30.8" for a 17" bike. for k2, the small bike (14-15") has a standover height of 28.3" and the medium bike (16-17") has a standover height of about 29.5". so essentially does this mean the 15" bike for novara is the same size as the 17" k2 bike????

im confused...isn't standover height what determines the overall bike size, since it is how tall the top tube is and therefore how much clearance you have between the top tube and your crotch and that is the test they use to size you to a bike? do bike sizes really differ that much depending on brand? that might be why everything is telliing me to get a 17 inch bike (my height, the saleperson) but i feel like the bike is too tall for me...
