I would suggest you get a MTB, and put narrow semi-slick tires on it for riding on pavement (or maybe get two sets of wheels, and have one for slicks and the other for knobbies....). If you take off the 2.3" knobby tires and put on some 1.3-1.5" higher-pressure slicks, you see great improvements in accelleration (fat tires are heavy) and on-road handling (knobbies have lousy traction on pavement).

Semi-slick tires will work just fine on dirt as long as it's dry, but the problem with riding in "mud" is that there's really no tire that is good for both pavement and mud.
