The reference they give in the manual is usually pretty close, but even different brands of the same size tire are different. The only truly accurate way is to do a roll out. Tire pressure also matters.

My conti Ultra sport 23c were in fact 23mm
My specialized 23c tires were in fact 25mm
My Conti GP4000 23 were in fact 21mm
