Alu frames cannot be re-welded. They are heat-treated after welding for strength and this heat-treatment will not allow further welding. If the drop-out is big and beefy enough you could just drill 2 holes in the dropouts and have em tapped...prolly the only way. I did this to my IRO to install a rear fender. Clamps suck a$$.
