When I think of "level surface" riding I tend to think of Florida. And there are definitely tour operators who will handle the luggage in that area.

Another option would be to consider the Yucatan peninsula. Like this guy:

And of course there's always Holland - which is very flat, has a lot of tour operators, and is the most bike-friendly country on the planet.
