You are correct, the two 14.2 battery packs are wired parallel. I would/could change the wiring harness pretty easily to go series and bump to 28.4. I (unfortunately) am old enough to remember 6v cars and how long their accessories (both of them - radio and lights) were around after 12 volt became the norm.
