Some people won't wave at you. It's as simple as that. I'll wave at some people, do the man head-nod at others, say hi to some people. Sometimes I get a response. Sometimes I don't. Sometimes I'm in my own head thinking about whatever and just missed someone who was waving or head-nodding. And some days I don't want to wave at people.

It's not like we're on boats, where waving to others is required by federal law.
